I'd be ok to remove the implicit conversion from binary to source
package when dealing with ftp.debian.org bugs
(https://salsa.debian.org/reportbug-team/reportbug/blob/master/reportbug/debbugs.py#L267-271)
but i need FTP masters to accept the change, here in CC
