Bug#909654: reportbug-gtk: Please make all the packages needed for spell checking as optional dependencies

Dear maintainer,

Can you please make all the packages needed for spell checking to be
suggested/recommended dependencies? Installing reportbug-gtk here pulls a lot
of them, like aspell and dictionaries.

The following additional packages will be installed:
  aspell aspell-en dictionaries-common emacsen-common libaspell15
  libenchant1c2a python3-enchant python3-gtkspellcheck
Suggested packages:
  aspell-doc spellutils wordlist libenchant-voikko python-gtkspellcheck-doc
Recommended packages:
  enchant
