This update fixes #1029726 in bullseye.

This bug was introduced silently by updating ruby above 1.8.

The most visible impact is fixing displaying diffs in the fasttrack packaging
of gitlab.

The patch was tested manually by applying it to at least two gitlab instances.

The only other consumer of ruby-cfpropertylist in Debian, ruby-fission, still
builds fine and passes its build time tests with this update applied.

As this removes a namespace pollution, I see no risks involved with this
updated.

The change has been cherry-picked from upstream.
