For plplot: somebody seems to be working on the FTBFS (#789619), but
there is no ETA, and the package is already marked for autoremoval in a
few days. So I guess a removal from testing would be warranted, though
of course it's your call.

It has reverse dependencies of its own, so I can guess we can wait a few
days while octave ages anyway. If plplot ends up being the blocker then
I'll start being more aggressive.

Thanks for your work on this transition.

plplot is the only remaining thing preventing the auto-hinter from completing the transition, so I have hinted its removal (along with a small number of dependents).
