Please unblock package kernel-package

This is a l10n translation update only, the tiny change in Makefile
is just to make sure that translated manpages are not shipped in the
source package (or the debdiff would have been huge).

  * Fix pending l10n issues. Manpages translations:
    - French. Closes: #598048
  * Fix the clean target to actually clean translated manpages.
