Hmm, but they're copied back *only if present*; adding the build-dep
doesn't look to me like a behavior change that's appropriate in an NMU,
at least not without first opening a bug about it.

Please open a bug report about this so that the maintainer is aware of
the change instead of it being tucked into the NMU diff without 
explanation.  In the meantime, I've unblocked the packages.
