freeze exception for privoxy/3.0.6-2

Hi release managers!

Please unblock privoxy 3.0.6-2, because it fixes an important bug
(#404284).  This was a problem with privoxy segfaulting on some pcre
filters, because of wrong handling of error codes.

privoxy (3.0.6-2) unstable; urgency=medium

  * 28_pcre_returncode: Don't crash if pcre returns an error code that
    pcrs didn't expect (Closes: #404284).
