lsb-build-cc2 & lsb-build-cc3 updates

Two of the lsb build tool packages, lsb-build-cc2 & lsb-build-cc3, have
been uploaded with fixes for #403739. This bug was creating a situation
which was preventing these packages from flowing into testing due to
unsolvable dependencies.

This has been fixed now, and these packages need to get into testing as
they are part of a set of packages that provide support for developing
LSB 3.1 applications, and the rest are already in testing.

Note that #403764 has also been filed against ftp.debian.org to complete
the cleanup for this fix.
