If fragroute is broken in stable, then a sourceful upload is needed for
unstable first, because otherwise any sourceful upload to
stable-proposed-updates will fail the version checks.

So if there is any intention of fixing the broken fragroute package in
stable, please upload to unstable first, rather than having redundant
binNMUs that will just be superseded.
