devfsd: please push through

Hi

devfsd was essentially unmaintained until I adopted it. It was
already frozen at that point. My upload fixed lots of bugs and
the package has stabilized in unstable now (apart from
localisations which keep dripping in).

I uploaded something to t-p-u a while ago, it can be ignored, i
didn't know what to do to get devfsd updated in testing when I
made that upload.

Changes relative to version in testing:

devfsd (1.3.25-19) unstable; urgency=low

  * added po-debconf i18n for my single template, closes: #271943
    - build depend on debhelper (>= 4.1.16)
    - run debconf-updatepo in clean target
  * added german l13n.

devfsd (1.3.25-18) unstable; urgency=high

  * Fixed another [ a -a b ] in init.d (=> #148945)
  * fix upgrades, closes: #269299, #269393
    - revert to alt default/devfsd (MOUNT=no)
    - dont stop devfsd in prerm
  * make people aware that they are _not_ using devfs just by installing devfsd
    - added section on the ways to mount devfs on boot to README.Debian
    - display a notice with debconf on install pointing this out.
  * fix update-devfsd
    - update-devfsd does a force-reload (reload) with -n and a restart with -f
    - update-devfsd uses invoke-rc.d instead of calling the init-script directly
  * made the Description more helpful to avoid that people install devfsd who
    don't need it at all (which obviously is the case now).
  * tried to fix up purges. Purges can't really work since there seems to be
    no way to unmount devfs (it is being used). So until the user reboots his
    system is a bit broken (mainly wrt new devices by newly loaded modules).
  * spell-checked a couple of files (README.Debian, control, templates)
  * init.d: handle the case a bit better where there is no devfs mounted
