I don't see why it shouldn't be allowed. It may happen that part a of
prog A depends on free software and a minor part (part B) depends on some
non-free/not-in-debian stuff.
It IMHO would be VERY bad when both pieces have to go into contrib.
When you need non-free/not-in-debian for building it's clearly contrib
but so... And *if* the source is in main I see no problem, if the source
was in contrib and generate a main and a contrib pkg this imho shouldn't
be allowed since the source for the main part then isn't available
inside main....
