debian-edu depends on volatile internet site to build (Was: Re: Bug#273734: education-common: con't fulfill the Recommends on !i386)

Eh? I tried building this package, and I notice it FTBFS without
internet connection, and would FTBFS if non-us.d.o or ftp.d.o are
unavailable. It'd also FTBFS as soon as non-US/main is removed.

This is a Release Critical bug IMHO. Also, the result of the package is
not reproducible, if one would try to rebuild the current package in a
year's time, it would get you lots of depends from etch, which would
result in a broken package, different from the ones build from the same
source, but at this very moment. This is because the build script has
hardcoded 'testing' (rather than 'sarge'). It also builds against
testing, in stead of unstable, as requested by the debian developers
reference.
