Bug#647207: kget ignores bandwidth limits

Dear Maintainer,
I notice kget ignores bandwidth limits settings. I tried to restart the program, but it has no effect. Always it takes the maximum bandwidth. I think this bug is important since limit downloads bandwidth is one the major uses of a download manager.
