Bug#647839: kdeadmin: The service 'Printer Configuration' does not provide an interface 'kcmodule' with keyword 'system-config-printer-kde/system-config-printer-kde.py'

Dear Maintainer,

on my wheezy system 'System Settings->Printer Configuration' is not working anymore (not sure when it broke, I am not using it frequently). I just get

The service 'Printer Configuration' does not provide an interface
'kcmodule' with keyword
'system-config-printer-kde/system-config-printer-kde.py'. The factory does not support creating components of the specified type.

When running systemsettings from the command line, I get on the console

systemsettings(14784)/python (plugin): Failed to import module 
Traceback (most recent call last):
  File "/usr/share/kde4/apps/system-config-printer-kde/system-config-printer-kde.py", line 40, in <module>
    from PyKDE4.kdecore import *
RuntimeError: the PyQt4.QtCore module is version -1 but the PyKDE4.kdecore module requires version 1
systemsettings(14784)/python (plugin): Failed to import module 
systemsettings(14784)/kcontrol KCModuleLoader::loadModule: This module has no valid entry symbol at all. The reason could be that it's still using K_EXPORT_COMPONENT_FACTORY with a custom X-KDE-FactoryName which is not supported anymore
