Excuse me for my poor English please :-)
Here is test of lftp + vsftpd.
Trying to create folder "Новая папка".
lftp localhost
lftp localhost:~> cd full_access
cd ok, каталог=/full_access
lftp localhost:/full_access> ls
lftp localhost:/full_access> mkdir "Новая папка"
mkdir ok, `Новая папка' создан
lftp localhost:/full_access> ls
drwx------ 2 1002 1002 4096 Oct 10 21:55 Новая папка
lftp localhost:/full_access> exit
sergey@fc3:~$ ls /home/ftp/full_access/
Новая папка
So, vsftpd works OK with cyrillic letters in UTF-8.
Now trying to create new folder with konqueror.
The option "Сервис" → "Кодировка сервера" is "Юникод (UTF-8)".
Result:
ls /home/ftp/full_access/
Ð?оваÑ? папка Новая папка
The "Ð?оваÑ? папка" is konquerror's thing.
