This typically happens for me only on the first attempt to
resize. After the KDE system stops hanging, I can resize
thereafter fairly easily.
Also, I've noticed that if I disable compositing, I don't
see the problem. If I disable compositing, resize konsole,
and then enable compositing, I never see the problem during
the session.
