Bug#587323: kgpg: Key server communication disabled

The following features seems to be disabled:

Key Server Dialog
Refresh Key From Keyserver
Key server (in the public key export dialog)

I've tried removing ~/.kde/share/config/kgpgrc without any success.
I've also tried the different key servers from the command line via the gpg application with succesfull results.
