Hi all!

I think there is a problem with reporting bugs with DrKonqi.

DrKonqi fills bugs upstream, but the Debian policy is to fill bug using the
Debian BTS.

As a side effect, we can see the bug count for DebianKde is falling (at least
on the yearly graph (http://pkg-kde.alioth.debian.org/kdebuggraph.html).

I think either drkonqi or the documentation of BTS should be fixed.

No, as user, you can file bugs in the Debian BTS, and you are encouraged to 
do this when it is a Debian problem (packaging, integration). However, when 
the bug is upstream it is usually a better idea submit the bug to upstream 
and follow up in whatever system upstream uses.

If you think there is any part of the BTS's documentation that says explicitly
you must file bugs in the Debian BTS and not upstream, please let me know.
I will file a bug against bugs.debian.orgwith a rewording suggestion.
