Bug#574815: illegal version number in package dependencies

python-kde4 contains, at least on amd64, dependencies on

  python-sip4 (>= <none>), python-sip4 (<< <none>+~)

which is of course rubbish (and even syntactically wrong, as <none> is not
a legal version number allowed by policy).
