Bug#427803: Forward model does not work

The Forward functionnality works when it want ... I mean most of the time
when I do a forward (classical one inside mail) ... The new mail message form
appear with the original mail but without the Forward template at the
beginning ... exactly like if i was the writer of the mail ... missing this :

But sometime it works !
I have a collegue at the office with exactly same configuration and it works
perflectly for him ... but in his options parts the Model management part
show the model texts in black ... for me they are grey !?
I have none personnalised model ...
I am using Debian GNU/Linux Sid
