this has nothing to do with kde at all, but with xkb, that KDE 
internally uses.

I've been bitten by that problem as well, and every xkb commands were 
just fscked, and even segfaulted for some operations (like changing the 
layout).

afaict, kcontrol do not scan xkb files at all, and just rely on xkb. 
Those files are leftovers from the Xorg transition I guess. I'm not 
sure where they come from as I've *never* touched any of 'em.
