Bug#383483: KDE dcop inter-process communication seem to be slow and buggy

Multiple KDE programs take long to start up, and report various errors
when user tries to start up several instances of program at once.

Testd on two debian testing boxes.

For example krusader reports "The process for the file protocol died
unexpectedly." when starting several copies of it in same time,

Konsole reports
"There was an error setting up inter-process communications for KDE.
The message returned by the system was:
Colud not read network connection list.
/root/.DCOPserver_hostname__0

Please check that the dcopserver program is running!"

There where several instances of dcopserver [deinit] --nosid and all by
one had also --suicide argument.
