Bug#254202: kdm: kde started as "Default" session honors l10n, "KDE" session type doesn't

In the X greeting login menu on my machine, kdm has two ways to start
KDE. One is the "Default", the other is "KDE". When I start KDE via the
"KDE" entry, the l10n is not set up correctly (e.g., the file manager
displays filenames using the ISO-8859-1 charset). In the "Default"
session, there is no problem.
FYI: I used cyrillic-task and language-env suggested by it to set up
the Russian l10n.
