I clicked on the changelog for various packages listed in
packages.qa.debian.org, and they all gave broken links.
Eg. http://packages.debian.org/changelogs/pool/main/a/apt/current/changelog
for apt (linked from http://packages.qa.debian.org/a/apt.html) gives a
404.
I checked, and http://packages.debian.org/changelogs/pool/main/ seems
to be empty.

Firstly, packages.debian.org is not a service of the QA infrastructure
team but of the website team, so you filed this against the wrong
pseudo-package.
Secondly there are some issues with the server hosting
packages.debian.org that prevent updates:
