Bug#705829: qa.debian.org: changelog links on packages.qa.debian.org pages are broken

I clicked on the changelog for various packages listed in
packages.qa.debian.org, and they all gave broken links.

Eg. http://packages.debian.org/changelogs/pool/main/a/apt/current/changelog
for apt (linked from http://packages.qa.debian.org/a/apt.html) gives a
404.

I checked, and http://packages.debian.org/changelogs/pool/main/ seems
to be empty.
