I and Fathi packaged libqwt5 and decided to make a new package since it was 
very different from the old one.
libqwt5 contains -qt3 and -qt4 ports in the same package.

I don't see any need in upgrading the Debian package for Qwt version 4 unless 
if some user requests it.

In fact I got python-qwt4 removed from Debian since the upstream support was 
limited and I didn't want to request support just for the Debian packages 
sake.
