RM: tcl-sql -- dead upstream, alternative exists, grave bugs

hi,

tcl-sql has been removed 1 year and 187 days ago. One Bug with severity
"grave" (#266809), open since more than 200 Days. Upstream development
seems to be dead, no CVS commit or new Version since 3 Years. So far,
there exists mysql-tcl, which is also part of Debian and well
maintained.
