With changelogs etc. now being in UTF-8, packages.qa.debian.org is
incorrectly displaying some maintainers' names; although they are valid
UTF-8, the package pages specify ISO-8859-1 in a <meta> element, and the HTTP
headers fail to specify a character set.
(For example, <URL:http://packages.qa.debian.org/p/prelink.html>.)

Okay, this should be fixed now. Maintainers names are UTF8-decoded first
before being used.
Updated pages will show up within 24 hours.
