I don't see a problem with filing bugs - but only if you do it
intelligently (then it should also be less than 36).  eshell and w3-el
are being removed; the maintainers of whois, mailutils and mutt are
aware so I wouldn't file bugs there.  debian-edu is working on new
packages and certainly knows about these problems.
