Bug#188934: packages.qa.debian.org: does something weird with mail headers

Mail headers from a message to a bug forwarded through the PTS look like
this:

  [...]
  X-Debian-PR-Message: closed 67663
  X-Debian-PR-Package: ssh
  X-Debian-PR-Keywords: Sender: Debian BTS <debbugs@master.debian.org>
  Date: Sun, 13 Apr 2003 19:33:04 -0500
  [...]

... while the headers sent by debbugs itself look like this:

  [...]
  X-Debian-PR-Message: closed 67663
  X-Debian-PR-Package: ssh
  X-Debian-PR-Keywords:
  Sender: Debian BTS <debbugs@master.debian.org>
  Date: Sun, 13 Apr 2003 19:33:04 -0500
  [...]

My reading of RFC 2822 is that the empty string is a valid header value,
so the PTS is incorrectly folding this. Of course, this might be the
fault of Mail::Internet.
