Example: gtk+2.0, at http://packages.qa.debian.org/g/gtk+2.0.html.

The links in the "Bugs Count" panel are OK, but the link in the
"Testing Status", "gtk+2.0 (source) is buggy! (1 > 0)" doesn't work:
The "+" in the package name in the URL gets interpreted as a space,
and thus the BTS looks for a package "gtk 2.0". The + should be
encoded as "%2B".

There may be other such problematic characters.

This is the fault of the testing scripts which are putting wrong URLs in
the update_excuses files ... but I have added a bit of code to avoid this
problem.
