Hidden packaging error since sep 11 1999?

Severity: important - maybe a GENERAL packaging problem -
This report is related to bugs reports #44565, #45131 and #45145
(assigned to mc).
I send this new BR as a tar one, while there is no evidence tar is
concerned in.
I am yet convinced that at less one of the packaging tool is buggy.
Starting from a viewing failure with mc inside .deb packages, I supect a
PACKAGING TOOL to produce HIDDEN FAULT(s) in packages.
The facts are:
1. viewing the files of some packages with mc is faulty
(see BRs #44565, #45131 and #45145)
2. the same files installed by dpkg are correct
3. mc does NOT seem faulty: the same files are faulty viewed on
DIFFERENT machines with potato, slink and bo installations
(see a comparison in the attached file)
4. the first packages giving problems are dated from september 11,
except ...
5. ONE PACKAGE is older: tar 1.13.11-1 from september 7
Hypothesis: a packaging tool is faulty; this fault could come from an
update some days before septembre 11.
Could 'tar' be this package? Would you verify this hypothesis?
(other maintainers as Guy Maor -debianutils is one of the 'faulty'
packages- could help).
In the case 'tar' is concerned, ok, it's found.
If you conclude 'tar' is clear, please do reassign this bug report
appropriatly, as the fault will surely propagate in other packages.

machines with bo, slink and potato installations. The packages were
tested on the 'doc' files (normal -as ``copyright''- and compressed
-as ''changelog.Debian.gz''-).
