Bug#12346: marked as done (Ucbmpeg should depend on tcl8.0/tk8.0 or tcl7.6/tk4.2)

We would like to drop debian support for tcl 7.4/tk4.0 and tcl7.5/tk4.1.
Ucbmpeg depends on one of these and should be recompile against tcl7.6/tk4.2 or (better) tcl8.0/tk8.0.
