The debian/copyright file says that arc fall under the GPL. However, several
files in the package indicate that the software is in fact non-free.

a) The files arc.c and marc.c have the following (comment) lines:

printf("You may copy and distribute this program freely,");
printf(" provided that:\n");
printf(" 1) No fee is charged for such copying and");
printf(" distribution, and\n");
printf(" 2) It is distributed ONLY in its original,");
printf(" unmodified state.\n\n");

b) The Readme file says:

"...this program may be distributed freely so long as you don't
modify it in any way. You may not charge for distributing it. ..."

c) File Arc521.doc contains:

"1) No fee may be charged for such copying and
   distribution.

2) ARC may ONLY be distributed in its original,
   unmodified state.

3) ARC may *not* be distributed, in whole or in part, as
   part of any commercial product or service without
   the express written permission of System
   Enhancement Associates.

You may not use this product in a commercial
environment or a governmental organization without
paying a license fee of $35.
....
The use of ARC in a commercial environment or government organization
is granted under the following terms:

1.  Payment of the license fee must be made to System Enhancement
    Associates, Inc.

    distributing the program or its documentation.

These terms are incompatible with the GPL and in violation of DFSG. If they are
correct then arc should be removed from Debian. If they are not correct then
those files should be updated. I couldn't find a statement or discussion about
a license change to GPL on the Web.
