If scim-bridge-client-qt, scim-bridge-client-qt4 or scim-bridge-gtk (all part of scim-bridge) is installed and scim is not, then there is a noticeable delay in application launch as the scim-bridge attempts to launch the scim daemon.

This noticable delay is 10-20s when the application normally launches in <3s with scim installed.

The attached patch adds a check to verify that scim exists, and if not, bypasses the 10-20s delay in attempting to launch scim daemon.

This patch has already been tested and submitted for inclusion in Ubuntu Intrepid (8.10).
