Adding the -nos option would also partly address
#153824: thttpd: CGI_LD_LIBRARY_PATH should include /lib

A paranoid person (who may have had bad experiences with FTP) may not even
want the normal library tree.

I would not allow www-data to create symlinks and would expect that they be
followed where they exist.

Note that the cgi-bin will be indexed unless we issue:
chmod 711 /usr/lib/cgi-bin
This must be done by user if desired as Debian policy does not encourage
packages to modify installs of other ones.

Runtime config changes required to get dwww to work:
/etc/init.d/thttpd line 32:         $DAEMON -C $CONFFILE -i $PIDFILE -nos
/etc/thttpd/thttpd.conf line 52: cgipat=/cgi-bin/*|*.cgi
