CGI_LD_LIBRARY_PATH and CGI_PATH should be configurable at run-time.  The easist
thing would be a simple key in thttpd.conf (similar to cgipat), but a more flexible
solution should probably allow setting it depending on the path:

cgipath /host1/cgi-bin /host1/bin
cgipath /host2/cgi-bin /host2/bin
