Bug#624182: ca-certificates: option --fresh not passed down to hook scripts

the option --fresh for update-ca-certificates should be passed down to the hook
scripts. The least intrusive way would be to set some environment variable
which can be evaluated by the hook script. The functionality is needed to clean
up the Java keystore in ca-certificates-java.
