swapd's postinst creates /swap, and its postrm tries to remove it, but
fails, because of this:

case "$1" in
        -rmdir --ignore-fail-on-non-empty /swap

As you see, purge is mentioned twice, so the second time is never
matched and therefore the directory is not removed.
