Looks like current version of rpm doesn't work with kernel 2.4:

I stumpled across this problem on an up-to-date unstable system with
an official Debian kernel-image of 2.4.27.

The real problem is the error message, which should be more precise.

Hi

as current libc in Debian does not support 2.4 kernel, it does not
make sense to fix anything else for 2.4 support.
