I am afraid this is true for all configuration files that are handled by debconf. For example see /etc/default/portmap from the portmap package. And from what I understand, dlocate uses the information from /var/lib/dpkg/info/ and files created by debconf are not listed in there. $ dpkg -S /etc/default/ifplugd dpkg: /etc/default/ifplugd not found. I haven't looked deeper into this, but I am not sure if this can be fixed globally (maybe something can be done in debconf to assist this?). Hence marking this as done.
