Bug#399748: brickos: please split package

I think we should split the brickos pacakge.
brickos-utils should contain binairies such as /usr/bin/dll and
/usr/bin/firmdl3 and the /usr/lib/brickos/brickos.srec firmware.
This package wouldn't depend on gcc-h8300-hms and could be used only
to send precompiled programs.
The second pacakge, brickos-dev, should contain development files to
make programs that run on the brick and demo programs.
