Hello.
When "\usepackage[francais]{babel}" is present in the preamble,
the generated ".toc" file contains
\select@language {french}
as its first line. And the following call to "pdflatex" complains:
! Undefined control sequence.
l.1 \select
@language {french}
?
Ignoring it (by pressing return) produces a pdf file containing
the string "@language french" printed just above the first entry
of the table of contents.
When the reference to "babel" is commented out, the offending
disappears from the toc file.
[I assume that this could get annoying if e.g. hyphenation patterns
are needed...]
