shout has a problem with a too fast or too slow stream as already reported in
#149164. this results in a breakdown of streams with the "too many errors"
error message in icecast.log. the suggested fix is only a workaround. the
icecast developers did a rewrite of this utility.  we should include ices from
the icecast homepage since it's the official replacement for shout and doesn't
have the bugs like shout have.  ices is available in it's newest version on the
icecast homepage. shout should be looked as orphaned in debian like the icecast
developers do also.
