... is formatted by dselect as:

  % setenv F77LIBS "-lfoo -lbar" % perl Makefile.PL ...

It should be indented to make dselect treat it as preformatted.

(Yes, it's Monday morning at work - can you tell?)

These bugs were fixed in NMUs 1.14-2.1, and accepted when the package
was taken by QA in version 1.14-2.2.
