I'd say they are a CDD. http://wiki.debian.org/CustomDebian doesnt say that 
CDD cant be customized and that page also lists many other CDDs which include 
modified or added packages.

On a second read, that page says 

"Custom Debian Distribution (CDD): a subset of Debian that is configured to 
support a particular target group out-of-the-box." 

and 

"CDDs released with Etch: If you will get Etch the following CDDs are 
contained: [...] Skolelinux (built by the DebianEdu project): a CDD aimed at 
schools." 

The reality is, while Debian Edu is a CDD not all parts of it are part of 
Debian etch.
