I think that's an excellent idea, on the whole. It keeps the technical committee "online", and ensures that the deliberations are taken in a more public fashion. However, I don't know how many of the packages are problematic from a technical perspective -- those problems seem relatively clear-cut. Taking the problems to an outside body, though, certainly seems to have merit. - Matt
