Perhaps there's a better solution to this issue.  When I applied for
colleges back in 199x, one college I applied to (I won't say which,
but its initials were MIT) required applicants to have a face-to-face
interview with an alumnus nearby.  Perhaps we can do something similar
with the developers' database, and distribute some of the work.
Namely, the NM team can ask say the 3-4 nearest developers to the
applicant if they're willing to meet with the applicant.  Hopefully
one (or better yet two) could have lunch/dinner with the applicant.

I can see some potential problems with people getting their buddies in
and such, but maybe the "meet a developer approach" combined with a
brief phone interview is better than a lengthy call from some faceless
developer.  Plus it gives new maintainers an opportunity to have their
key signed, which helps build our web of trust, and the personal
contact might socialize against flamemongering (I suspect I'll be
better behaved on the lists now I've met a few of you at ALS, for
example ;-).

I know this wouldn't work in places where we don't have a lot of
developers, but in North America and Western Europe, and major metro
areas in other countries, it could work well.
