Make sane-airscan syncable

Hi,

in the Main Inclusion Request for Ubuntu

I was asked whether the sane-airscan package could be made syncanle to 
Ubuntu.

I have tested and it does not require any more than

I was also asked there to update to the current version, so could you 
also update to 0.99.15.
