An installation of ipp-usb is crippled when the device is not discoverable
on the the loopback interface. avahi-daemon is needed to expose it on any
interface.

I also wonder whether ipp-usb.service should have

  Wants=avahi-daemon.service

replaced by

  Requires=avahi-daemon.service

There is a precedent in #82745.
